Austin Powder is seeking to hire a full-time Facilities Manager to join our team at our Red Diamond Manufacturing plant in McArthur, Ohio.

POSITION PURPOSE

The Facilities Manager is responsible for security facilities and fencing, buildings and grounds' conditions, and utilities supporting the long-term commitment to sustainable, safe and compliant operations of this 2,000 acre hazardous materials complex with 50 various use buildings which supports production of chemically manufactured energetic materials and packaged explosives used in commercial applications.

The Facilities Manager works closely with plant management, plant engineers, maintenance, environmental, safety, crew members, regulators and 3rd party consultants and contractors. The position reports directly to the Plant Manager located in McArthur, Ohio.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Carry out a Facilities Condition Assessment of the plant in order to assist in the development of a comprehensive Facilities Plan including validation of the site map, buildings, perimeter fencing, safety and environmental programs, grounds and capital renewal programs, strategies to reduce operating costs of 3rd parties, maintenance programs and regulatory standards.
Oversee general maintenance of facility grounds including road maintenance, parking lots, pipelines, excavation for drainage, grass cutting, snow and ice removal, and barricades. Conduct routine documented audits and inspections for company and regulatory compliance. Schedules repairs and maintenance coordinating with other management staff.
Manage the maintenance of HVAC equipment in multiple buildings, plumbing, electrical, lighting, pond and water retention maintenance, parking and outside facilities maintenance, fire safety inspections, general cleaning and organization of work areas, meeting rooms and restrooms, perimeter and security fencing, alarm systems and cameras. Plan and coordinate all installations of telecommunications, heat, electricity, security and ongoing refurbishments and maintenance. Review utilities consumption and strive to minimize cost.
Work with Safety & Security Manager to conduct regular inspections of the facility to verify and validate the DHS Site Security Plan is accurate and complete and that existing or planned equipment, processes and procedures are appropriate and sufficient to meet the established Risk Based Performance Standards (RBPS) requirements. Participate as the facility's representative in the recurring DHS compliance inspections.
Ensure the safety of explosives materials through verification of proper construction of magazines, adherence to the Tables of Distances, and appropriate housekeeping of surrounding grounds and barricades. Meet with ATF and Fire Marshall personnel during inspections and on-site visits.
Monitor rail car track components for condition, wear, maintenance and repairs to prevent potential incidents and derailments. Work with railroad carriers to report and correct defects. Perform point of contact duties with Railroad Commission and ensure compliance with 49 CFR, Part 174.
Manage small to large projects by working with engineering and maintenance department to develop scope, estimate cost, seek multiple quotes, oversee contractors, and final commissioning. Must have ability to work on and balance multiple assignments and priorities. Ensure all safety, health, environmental, and compliance aspects for the projects meet the appropriate regulations.
Work with environmental resources and engineering to maintain sanitary sewer systems.

EDUCATION & EXPERIENCE

Minimum of High School Diploma
Preferred 2-year or 4-year degree
Minimum of 5 years professional experience in managing facilities
Minimum of 5 years of leadership/managerial experience

SKILLS, KNOWLEDGE AND ABILITIES

Knowledgeable in government regulations, including DHS, ATF, NFPA, OSHA, ADA, and other regulatory agencies as they apply to the facility).
Computer skills including Proficiency in Microsoft software programs.
Willingness to "roll up the sleeves" to get the job done. Able to work alongside crew members to achieve goals.
Must be able to perform lifting, climbing ladders, carrying tools and equipment routinely.
Strong work ethic and desire to take ownership and drive results
Demonstrate strong safety ethic and conduct all work in compliance of OSHA standards.
Ability to work overtime and off-shift schedule as needed for projects
Decisive and able to make high-quality decisions, even when based on incomplete information or in the face of uncertainty. Readily able to distinguish between what's relevant and what's unimportant to make sense of complex situations.
Ability to lead complex projects across multiple business functions to achieve quality results.
Strong interpersonal and communication skills, both oral and written.

WORK ENVIRONMENT

This position requires minimal travel. 80% of time will be spent in all areas of the plant, both indoors and outdoors, in all-weather elements.
